The National Heritage Family has better ideas. We can help you make the world a better place with the help of three different organizations and also give you access and available membership to an Association which helps promote these organizations.
We believe that Giving opens the door to an Abundant Life. Because we live in an imperfect world, we MUST give! We believe that if there were no sadness or sorrow in the world, there would be no need for sympathy; if there were no hardship, there would be no need for help; if there were no poverty, there would be no need for philanthropy. The National Heritage Family can be (1) a greenhouse, (2) a fund raising engine, (3) an economizer, and (4) an enabler that will help you become part of the task of making life more meaningful, and helping each of us to live a life of love and good works.

NATIONAL HERITAGE FOUNDATION
DONOR ADVISED FUND
The National Heritage Foundation Donor Advised Fund (NHF/DAF) is a 501(c)(3), 509(A)(1), tax-exempt publicly-supported charity. Donations are fully deductible as to a public charity. Here are some important elements to working with NHF/DAF.
- The Donor may name the Fund as he or she chooses. This project name will appear on all checks written by the NHF/DAF, and may be sent to the donor for personal presentation to the charity, or directly to the supported charity.
- The Donor may name this Fund as the Charitable Beneficiary of their tax planning, including Charitable Trusts, Will Bequests and Insurance Policies.
- The Donor has flexibility to suggest changes from time to time in the list of supported charitable organizations and activities.
- The Donor may recommend grants to support specific activities within the supported charitable organizations he or she may select for support.
- The Donor may make recommendations to NHF both as to distributions to qualified charities and charitable activities in the USA and abroad, and the investment of the portfolio funds. Disbursements may go to any 501(c)(3) public charity, or charitable activity in the US, or abroad exclusively for charitable, educational, scientific or religious purposes.
- Disbursements cannot be earmarked for a particular individual, nor can disbursements be made to any individual or corporation for either compensation, expenses or expense reimbursement.
- NHF has “expenditure responsibility” for all distributions; that is, NHF must ensure that the funds are used for bona fide charitable purposes. The decision to act on any recommendation is reserved by NHF which will verify the status of the proposed grant recipient (whether US or foreign charity) and the suitability of such charity to use the funds for the intended 501(c)(3) purposes.
Cost:
- The Application Fee is $285, and a minimum initial deposit of $100. Total: $385.
- Transaction Fee: 2.5% one time on each incoming donation.
- Administration Fee: ½ of 1% per quarter on balances over $10,000.
NHF/DAF takes advantage of economies of scale, so that we can bring you the lowest prices possible. Large donors (of $500,000 and up) or large foundation balances (of $1,000,000 and up) may negotiate prices as mentioned above with NHF/DAF. We have our own charitable program of encouraging philanthropy throughout the world. We hope that each donor will consider our fees as a gift to our charitable program.
Some NHF/DAF foundations will be with us forever. Some, at a future date, may “graduate” with the help of CAI to becoming their own independent public charities.

CONGRESSIONAL DISTRICT PROGRAMS
Congressional District Programs (CDP) is a public charity dedicated to the development and support of NON DONOR-ADVISED FUNDS (some call them “field of interest” funds). These funds may have a local, national or global focus. We will attempt in each and every case to encourage the support of the office of the Representative in the Congressional District that is the focus of administration of the project.
- CDP is a separate, independent public 501(c)(3) charitable corporation sharing staff responsibilities with the NHF/DAF.
- CDP will appoint a qualified Program Manager (who may not be a donor, a person related to a donor, or a person nominated by a donor) who will work with a CDP staffer and under the supervision of CDP. The Project Manager should be selected for his or her enthusiasm, knowledge and support of the chosen charitable field of interest.
- Donors will not be permitted to be advisors to the program for either disbursements or investments. It is anticipated that support for the project will come from fund raising from the public or grants from foundations and governments.
- The Program Manager will work directly with a staff member of CDP and the final decisions as to distributions and investments will be made by top CDP staffers.
- CDP will contact the Congressional Representative’s office where the program is located to inform him or her of the nature of the charitable activities going on in the Congressional District, and elicit from the office support for the program being undertaken.
- No incorporation is necessary for programs making application: they will all be Congressional District Programs. Each program will be identified by its own name, and will use the Employer Identification Number issued to CDP by the IRS.
Cost:
- The Application Fee is $285.
- Transaction Fee: 3.5% one time on incoming donations.
- Administrative Fee: .5% of 1% per quarter on balances over $10,000.
CDP and NHF/DAF are both “entry level” charitable organizations with no minimums. They intend to encourage charitable entrepreneurship as incubators (birth) and greenhouses (early development). Again, we hope that each donor will consider our fees as a gift to our charitable program.

CHARITY ADMIN, INC.
Charity Admin, Inc. (CAI) is a full service charity management company offering two quite different services: (1) incorporation and completion of IRS Form 1023 (Application for Exempt Status), and (2) administrative services to new and established charities.
The National Heritage Family now has a complete charitable entrepreneurship development system with three different independent entities with distinct but complementary purposes. It has an entry-level program with NHF/DAF, if the client wants a Donor Advised Fund, and with CDP, if the client wants to begin an “Operating Foundation”, and actually conduct a charitable program. As these entry-level programs develop and prosper, there may come a time when it is financially feasible to begin one’s own independent public IRS-approved charity. Please consider the benefits of CAI:
Charity Incorporation and IRS clearance: Cost $800 plus expenses of about $800, including state incorporation fees and IRS 1023 Filing fees and charges.
- Incorporation in the state of the client’s choosing
- Filing, amending, Form 1023 to IRS
- Obtaining charitable tax status for the new corporation
Charity Administration: Cost $300 a month for the following services:

- Access to our new web-based computer program
- Accounting and Bookkeeping
- Receiving and Receipting incoming donations
- Writing and mailing checks for outgoing disbursements (can be sent to the Charity, or directly to the payee)
- Maintain files and record of operations

- Required Annual State Registrations – under the above project cost, CAI will register the foundation in three states.
- Provide online direct password access to charity financial information
- Organized financial information: books ready for audit and IRS Annual Reporting.
- Monthly bank reconciliation
- Advice on letterhead design, brochures and public relations materials prepared by the charity. Hourly charges on additional creative work.
- Advice on grant proposals prepared by the charity
- Free initial website, hourly charges on additional development.
- Fund Raising Training (50 hours on 12 subjects – CD Rom)
- Site visits as necessary

NATIONAL ASSOCIATION OF
CHARITABLE ESTATE COUNSELORS
The National Association of Charitable Estate Counselors (NACEC) (pronounced “nay-check”) intends to promote and inspire charitable giving and gift planning. We are an international forum to discuss and promote charitable giving ideas and to be a professional resource for you. NACEC admits two classes of members:
- Philanthropic Development Officer - Regency Forum (PDO-RF)
$1,000 per year (with a $50,000 cap)
- Philanthropic Development Officer (PDO)
$285 per year
The PDO-RF contributions are placed in endowment, and the Regency is completed when the total reaches $50,000. Their Regency is then permanent; no additional NACEC dues are necessary. Both classes of members may set up and service Foundations and Programs among the NHF family.
Here are some of the benefits of your Membership:
- You must be a member of NACEC to be compensated when establishing a National Heritage Family program with associated fees earned for these programs (see Application).
- Free enrollment for the CPhD Degree from the National Philanthropic Training Institute (NPTI) which offers this philanthropic development CPhD program.
- Assist yourself and others to set up National Heritage Family foundations and projects – Either NHF/DAF, CDP, or CAI.
- Supervise, under our authority, the projects they initiate.
- Possibly manage investments – our Investment Committee will review qualifications and send our investment policies. For day-to-day portfolio management we usually require affiliation with a Registered Investment Advisor.
- Tailored Materials. PDO-RF will receive free NHFamily Portfolios each year.
- Learn the latest through the NACEC NEWS. This is a quarterly publication which contains information that can help you charitably plan for yourself and your prospects and clients. It includes “Project Spotlight” which can show your clients what others are doing with their programs at the NHFamily.
- Understand our procedures. We will be sending you a manual that contains the necessary information to manage the programs you administer for us.
- Receive our books. Volume 1: The Coming Charitable Revolution, which outlines a framework for a strong charitable sector, Volume 2: To Give is To Live, which tells why we are trying to encourage philanthropy all over the world. It includes samples of our existing foundations, and the charities to which many donate.
- Receive the right to take compensation, to waive it or to direct it elsewhere as outlined in the NACEC Application.
